What is the essence of the law?
The state is ready to help a large family repay a mortgage or loan in the amount of 450,000 rubles. But firstly, this form of support from the state cannot be obtained with cash in hand, and secondly, the following conditions must be met:
- A third or subsequent child was born or adopted into the family during the period from January 1, 2020. If the child was born before the specified date, even, for example, December 31, 2020, then, alas, there will be no state support.
- If a child is taken into family custody, then the right to receive a subsidy does not arise. Adopted children must also be born after January 1, 2020.
- Another mandatory condition is that the child must be a citizen of the Russian Federation.
- The mortgage or loan agreement for the repayment of which the money is planned to be used was concluded no later than July 1, 2023.
- Under this agreement, housing (room, apartment, house) or land plot for individual housing construction (IHC) was purchased.
- If the contract refers to the construction of housing, then there will be no support from the state. To qualify for a subsidy, you only need to buy ready-made housing or a plot of land for individual housing construction.
Rules for drawing up a CZH contract
Contract number
It is marked by the NIS participant himself. The number is formed based on the series and number of the received certificate. For example, an NIS participant received Certificate 1909 No. 00010205; accordingly, the CZZ agreement must indicate number 1909/00010205.
The certificate series is the year and month of its issue, for example 05/20. The number is, accordingly, the unique serial number of the document.

Also affixed by the participant, corresponds to the actual date of signing of the CLC. For example, if a mortgage loan is issued for a purchase, then the date of the mortgage loan agreement corresponds to the date of signing the loan agreement. If the purchase is made without a mortgage, the date of the CZH agreement corresponds to the date of signing the preliminary purchase and sale agreement or the preliminary agreement for participation in shared construction.
Place of conclusion of the contract
Moscow is always indicated as the place of conclusion of the contract. Despite the presence of branches of the Institution throughout the country, the signing of LCZ agreements is carried out only by the central office in Moscow.

Other rules
- the transcript of the signature of the representative of the Federal State Institution “Rosvoenipoteka” is filled out by the Institution;
- the targeted housing loan agreement is drawn up on one sheet of paper on both sides

What is the size of the subsidy and where can it be sent?
The maximum amount that the state can allocate to repay a mortgage or loan is 450,000 rubles.
- Example: a mother of two children has a mortgage debt of 600,000 rubles. In 2020, her third child is born, her mother receives state support in the amount of 450,000 rubles and now she only needs to return 150,000 rubles to the credit institution.
If the debt on a mortgage or loan is less, then the remaining money can be used, for example, to pay interest. Please note: in practice, mortgage or loan agreements are often concluded for several co-borrowers, for example, for two spouses. It is important that the co-borrowers include the spouse who is entitled to receive a subsidy.
Applicable agreements, their features
It is necessary to approach the execution of a targeted housing loan agreement very carefully, because obtaining preferential housing depends on it. If errors or corrections are made during this procedure, the document will not be accepted for consideration.
Depending on the nature of the property being purchased, the CLP agreement may be of the following type:
- For purchase without a mortgage. It is concluded if you plan to purchase housing using funds accumulated during your service.
- For the purchase of a private house. To do this, the contract specifies the area and cadastral number of the land plot. It should also contain information about the cost, category and number of storeys of the building.
- For the purchase of secondary housing. In this case, you should carefully consider the data in the column with the amount. They must exactly match the amount in the personal invoice. If there are the slightest discrepancies, the contract is not signed. In addition, the characteristics of the apartment and the buyer’s details must be indicated as accurately as possible.
- For the purchase of housing under construction. In addition to the above standards, it is necessary to accurately indicate the full address of the facility under construction. It will also be necessary to indicate all the characteristics of the apartment, such as the number of rooms, area and others.

- to pay the down payment when purchasing residential premises (residential premises) using a mortgage loan and repaying obligations under the mortgage loan;
- in order to repay obligations under a mortgage loan agreement provided to the participant as the only borrower for the purchase of residential premises (residential premises) before receiving a targeted housing loan;
- for the acquisition of residential premises (residential premises) on the security of the acquired residential premises (residential premises);
- to pay part of the price of an agreement for participation in shared construction and (or) repayment of obligations under a mortgage loan for the purchase of residential premises (residential premises);
- in order to repay the mortgage loan provided to the participant as the only borrower for the purchase of residential premises (residential premises) under an agreement for participation in shared construction before receiving a targeted housing loan;
- for the purpose of purchasing residential premises (residential premises) under an agreement of participation in shared construction without the use of a mortgage loan.

Rules for obtaining a housing loan

Preparation of contract
The loan agreement is drawn up by employees of the credit institution. Before signing the agreement, the borrower has the right to take a copy of the document, study it carefully, and, if desired, show it to a lawyer for study.
The loan agreement must be signed by both parties, i.e. both lender and borrower.
For the military
